On 5 October 2021, Works Branch of Development Bureau issued a Technical Circular on the Security of Payment for Public Works contracts affecting tenders. In this seminar, the Speakers, Mr Stanley Lo and Mr Justin Yuen will discuss: 1. What this new Technical Circular covers? 2. How this new arrangement may affect contractors; 3.
