A new law will be enacted to govern payments in the public and private construction projects in Hong Kong. This new law will abandon the conventional "back-to-back" or "pay-when-paid" payment philosophy and provide prompt adjudication of payment disputes. Rumour has it that the Panel on Development of the Legislative Council will discuss the legislative framework of the Proposed Construction Industry Security of Payment Bill in early 2023 for implementation later on in the year.
